The Massachusetts Housing Finance Agency (MassHousing) offers low-cost financing, administered through HRA in Franklin County, to address lead-based paint hazards for one- to four-family properties. Properties must either be owner-occupied by people with low or moderate incomes, or house tenants with low to moderate incomes. Loans range from up to $30,000 for a single-family home to $45,000 for a four-unit property.
Owner-occupants are eligible for 0% interest loans, deferred until the sale or refinance of the property. Underwriting standards are more flexible if a child under the age of six (6) lives in the home permanently, or if the owner-occupants are under court order to delead the property.
Investor owners who are renting to income-eligible tenants can qualify for 5 to 15 year loan terms based on the loan amount and borrower qualifications. All loans are fully amortizing and the interest rate is 3%.
Nonprofit organizations that are renting to income-eligible tenants can qualify for 5 to 15 year fully amortizing loans at 0% interest.
