Our Community Development Department helps Franklin County municipalities finance and implement affordable housing and community development programs. HRA has more than 40 years of experience writing competitive applications for Massachusetts Community Development Block Grant (CDBG) funds, and can assist towns that have adopted the Community Preservation Act with CPA-funded affordable housing projects. Our community development services include, but are not limited to the following types.

Housing Programs
These include housing rehabilitation, acquisition, demolition, and homeownership programs. HRA currently manages zero-interest deferred payment loan funds to bring single and multi-family homes into compliance with building and sanitary codes, and also administers two CPA-funded homeownership programs.

Community Economic Development
HRA can help towns conduct feasibility studies, develop training programs, and improve downtown business districts.
Social Services
Community Development Block Grants (CDBG) funding is available for social service providers to develop programs to benefit Franklin County residents, especially for programs designed to help the elderly, families, adolescents, and other special needs groups.
